Citizen’s direct participation has remained underdeveloped in Armenia's approximately 30-year history of local self-government. This issues particularly pronounced in rural areas, where citizens are generally not prepared or willing to actively engage in community affairs. A significant contributing factor to this problem is the lack of competences and skills among local authorities, particularly the administrative heads, to effectively engage key stakeholders in the decision-making process.
The project “Fostering Participatory Rural Governance (RA): Cross-Border Perspective through V4 Experience Exchange” aims to strengthen democratic processes and promote community engagement in Armenia’s rural areas by enhancing the capacity of administrative heads from Lori and Tavush regions. The project will draw on the best practices and expertise of V4 partner countries (Poland, the Czech Republic, and Slovakia) in participatory governance.
Through a structured workshop led by experienced experts from the V4 countries, administrative heads will receive hands-on training in effective participatory governance techniques. The workshop will focus on practical applications and real-world examples, equipping local authorities with the tools needed to foster greater citizen involvement and strengthen community engagement.
